This means fostering both the growth of high-value businesses that are environmentally friendly and the skills and knowledge of the community.

Manukau is the best location in the Pacific Rim for business to
invest.

Manukau people want to harness and strengthen the competitive advantages that make the City a great location for business to invest. These include a business friendly Council and easy access to Auckland International Airport and the Ports of Auckland, Onehunga and Tauranga. Business people want Council to continue to focus on making this a great place to do business.
Targets
- The number of Viable Business Enterprises in Manukau increases from a baseline of 22% in 2003.
- Growth in the number of business units in Manukau continues to exceed regional and national average growth.
- Employment growth in Manukau continues to exceed population growth by at least 25%.
- Growth in Real Gross Domestic Product (GDP) in Manukau exceeds that of regional and national rates.
- Manukau’s labour productivity grows at least 2% per annum on average.
Outcome Two - Puatake Tuarua
Manukau is a logistics and distribution hub for the Pacific Rim.

Convenient road and rail access to three ports and New Zealand’s largest airport means that Manukau is able to compete as a logistics and distribution centre, economically servicing the Pacific Rim.
Modern warehousing techniques ensure that distribution centres maximise the use of available land. Manukau’s geographic advantages combined with New Zealand’s world leading logistics technology provide enormous opportunity for economic development in the City.

- Productivity growth in logistics and distribution in Manukau is higher than the national average.
- Workfloor area (floor area per worker) in the logistics and distribution industry in Manukau reduces continually.
- The proportion of unemployed in Manukau declines per annum to match the national average.
- The proportion of Manukau residents in professional and technical occupations increases per annum to match the national average rate.
Outcome Three - Puatake Tuatoru
Manukau has a highly skilled and educated workforce which supports
a thriving economy.

Manukau businesses like the City’s large workforce. Having the right mix of skills, knowledge and attitudes to meet business needs is critical for business success. A well-educated workforce is essential for embracing innovation and responding quickly and effectively to advances in technology or new ideas.
Manukau has a high rate of unemployment that is linked to skill shortage, this prevents employment vacancies being filled. Two-thirds of the 4,500 Manukau school-leavers will have to go on to tertiary education every year for the next eight years in order to meet the job market’s demand for 1,400 new university graduates and 1,000 vocational skills graduates.

- The proportion of Manukau residents with degree qualifications increases from 7.4% in 2001 to 10% in 2016.
- The net percentage of firms in Manukau experiencing staffing difficulties is consistently lower than the national average.

Manukau will be a high-quality destination for national and international
visitors.

Auckland International Airport is situated in Manukau and is the gateway to the Auckland region and the rest of New Zealand. The City can continue to build on this competitive advantage by developing Manukau as a tourist destination. This will provide greater economic benefits for the City and its people.
Targets
- Annual growth of visitor numbers, guest night visits, and occupancy rates at commercial accommodations in Manukau matches that of the Auckland region.
- Employment growth in tourism-related industries exceeds that of the national average.
- Tourism-related employment in Manukau will exceed 10% of the working population.
