Skill levels and qualifications have a major impact on people’s ability to find work and on their personal income levels.
These things impact on the quality of their housing and environment, and may correlate with their level of health and ability to participate in their communities, and on crime rates.

Outcome One - Puatake Tuatahi
Manukau is recognised for an effective education system that produces
confident, innovative and skilled people.

People like the range of educational opportunities in Manukau and acknowledge the high quality of many of the institutes. They want an innovative education system, which effectively meets the City’s, New Zealand’s, and their own present and future needs.
Different communities request different educational approaches so that local schools and training providers cater for their specific community’s needs.
Targets
- Achievements levels of Manukau school leavers will increase
annually, so that by 2016:
- 90% of Manukau school leavers have NCEA level 1
- 75% of Manukau school leavers have NCEA level 2
- 50% of Manukau school leavers have NCEA level 3
- Participation and achievement levels of Maori and Pacific students in Manukau increases per annum to match the national level for all students.
- The proportion of Manukau residents with a qualification increases annually across all communities.
Outcome Two - Puatake Tuarua
All Manukau people have access to information that allows them
to make informed decisions about education.

People want improved access to information about educational opportunities, as well as support to access these services throughout their lives regardless of age of ability.
They want education and knowledge that will improve their employment prospects, their ability to engage more constructively within their communities, and to empower them to make more informed decisions.

- The percentage of Manukau residents who are library members/users increases per annum.
- The number of Manukau residents who have access to Information Technology in their homes increases per annum.
- The number of Manukau employees that are involved in industry training increases per annum.
- The number of Manukau residents over the age of 16 years who participate in community education increases per annum.
Outcome Three - Puatake Tuatoru
All members of the Manukau community have the opportunity to be
engaged in supporting or guiding the work of their local schools.

All communities express a strong desire for greater input into their local schools and how they operate. This varies from an ability to exercise choice and influence over Polynesian immersion programmes or the use and type of international examinations.
People also want the information, knowledge and support to be able to engage effectively with the education sector, and to enhance the relationship between schools and their communities.

- All Manukau schools publicise information from their annual reporting on student achievement against their strategic plan.
- The number of business-school partnerships in Manukau increases per annum.
Outcome Four - Puatake Tuawha
All Manukau people have access to life-long, quality
education pathways that strengthen social, economic and cultural
wellbeing.

Manukau’s people acknowledge the benefits of life-long learning. Easy access to quality education from pre-school, primary, secondary and tertiary education is seen as essential. They feel that people of all ages need access to quality vocational and developmental education, from basic literacy through to life-long study.
Targets
- The proportion of Manukau children attending pre-school education increases per annum.
- Every school leaver in Manukau will be in education, training or sustainable employment.
- The proportion of Manukau’s population with a degree level qualification increases per annum to match or exceed the national average.
Outcome Five - Puatake Tuarima
All Manukau people have access to information and communications
technology to accelerate their learning.

Manukau people want to have the skills, knowledge and infrastructure to access and use the latest information and communications technology so they can be active participants in the modern global world.
Targets
- Per annum, all Manukau schools will improve their students’ access to computers, ultimately achieving a minimum of one computer per every five users.
- All Manukau schools will be broadband connected.
