Māori Outcomes

In November 2008 Te Roopu Huarahi (the Māori Outcomes project team) was launched to consider how best to reflect the aspirations of Māori in Manukau and develop outcomes that would lead to achievement of the goals identified by the Māori community.

Representation for the team came from Tomorrow’s Manukau, Manukau City Council, Mana Whenua, Te Ora o Manukau, Auckland Regional Council, Te Puni Kokiri and Department of Internal Affairs. A reference group was also established as the project progressed and consultation began.
A resulting 19 hui were held as well as one on one consultations with key groups such as Mana Whenua, Whanau with disabilities, Taura Here and other stakeholders. From there the project began to take shape. During the hui and consultation period many outcomes were identified by the various groups, but a decision was made to identify the most important, to develop these and put plans in place to support achieving the outcomes. The top four areas highlighted were political influence/decision making, education, health and economic development.

The next steps involve going back to the reference group and to key government and non-government agencies to present the governance structure for feedback and subsequent sign-off. Once the governance group is formed, a management structure/team will be put in place to implement and manage the achievement of the four key outcomes that have been identified.

Principles:

There have been overarching principles applied throughout the consultative process. They are as follows:

- Mana Whenua principles

Ensure that the values, principles, aspirations, roles and responsibilities and the place of mana whenua are incorporated into the governance, management and implementation of the outcomes project.

- Taura Here principles

That the aspirations, space and place of taura here, those that are Māori but whakapapa back to other areas, are incorporated into the governance, management and implementation of the outcomes project.

- Whanau with disabilities principles

Whanau with disabilities are recognised leaders in planning and providing accessible services across all sectors. The range and capacity of Māori services is strengthened to accommodate whanau with disabilities. Whanau with disabilities are recognised as experts in monitoring and evaluating how services respond to their needs.

Four priority areas for action have been identified and agreed. These are:

  1. Political influence/decision-making
  2. Education
  3. Health
  4. Economic development
